With regard to America and much of the West, I think that leftists have long made the argument that populace is always innocent, it's just the evil leaders with power who lead them astray.
The problem is this is another binary -- and binaries are based on metaphysics and metaphysics is based on ideological structures that serve a certain group of people at the expense of others by directing narcissistic supply to them.
See how this works?
The leaders and media are deemed evil, and then even the powerless receive some narcissistic supply by pretending they are substantively different from their "evil" leaders. After all, they are passive and helpless.
So everybody works the existing system of metaphysics to get what they need from it - some illusion of superiority, which is itself a form of self-gratification and power.
The gender binary works the same way, as Christian leaders have long recognised. Sure the male is on top and is designated as powerful, but hey, women get to feel superior too, since they can revel in the opposite side of the metaphysical illusion.
Women can proclaim that submissiveness of non-aggression is superior. Hence, nobody gets left out: everybody can get their narcissistic supply.
This means they can stay immature like toddlers.
